WVRHEP Finance Committee

March 20, 2000

A motion was made by Chuck Conner and seconded by David Hughes to accept the minutes as mailed to the committee.  The motion carried.

 

Craig Robinson presented a report to the committee on the information he gained from attending the Institute for Health Care Improvement's 11th Annual Conference on Quality Improvement in Health Care.  RHEP Special Projects funding was granted for this conference and it was money well spent.  Mr. Robinson was one of the only administrators of a health center attending and found that the larger hospitals and health care organizations are facing the same problems as his facility.  These are also the same problems facing the RHEP program.  After the presentation, many attendees of the meeting suggested that it would make a good topic for the State Rural Health Conference or a workshop at Faculty Development Day.  The Administrative Office of RHEP will disburse information regarding the next conference to be held in San Francisco, December 8-9, 2000 to all Lead Agency Administrators. 

 

Margaret gave information regarding the site review process.  The process is stalled.  After the Finance Committee voted to accept the bid from Doak, Cuppett and Poling, the RHEP administration began the process to establish a purchase order.  At that time, we learned that the purchase order should be initiated by the University System Central Office as it is a WV State purchase not a Higher Education purchase.  Rich Donovan of the USWV has begun the bidding process again to comply with WV State purchasing guidelines, which vary from Higher education guidelines.  I was unable to get an update from he or his staff prior to coming to this meeting.

 

Dr. Weston was not in attendance to deliver a funding increase request update, but will discuss this subject at the WVRHEP Advisory Panel meeting. 

 

The sites are to begin the budget planning process for FY 2001.  Budgets are due to the RHEP Administration no later than May 1.  Chuck Conner will distribute packets to the Site Coordinators at tomorrow's meeting.  Margaret distributed a list of the line items that were used in FY 2000 and how many sites used these items.  There are many items that are only used by one or two sites and could be classified into another broader category.  RHEP Administration will be reviewing line items as recommended by the committee to collapse less used items into larger line items. 

 

Margaret has also asked the committee to consider changing the payment distribution schedule for the sites.  She explained that there has been problems regarding sites felling they are not receiving adequate funds for the periods they are to cover.  Therefore the committee is to entertain suggestions for changing the schedule and be prepared to vote on a new schedule at the May meeting.

 

Motion made by David Hughes to adjourn and seconded by Bill Shires.  Motion carried.  Meeting was adjourned at 1:30 PM.

 

WVRHEP Advisory Panel Information

Dr. Weston charged the Chair of the Finance Committee to develop a more equitable distribution method for the existing RHEP funds and any future funding we may receive. 

 

The Finance Committee Policy 93-01 was brought to the Advisory Panel for approval.  Imogene Foster presented a rewrite of the policy for vote.  The Committee met and determined that they will table the policy at this meeting.  The Finance Committee will review the rewrite proposed by Ms. Foster and decide in which form to present the policy to the May Advisory Panel Meeting.
