A quorum was not present, the Vice Chair David Hughes, suggested that we complete this vote via e-mail vote. E-mails were sent to the voting members on December 13, 2004 and responses were received by December 17, 2004.
Outcome is as follows:
Kanawha Valley/Winding Roads - 5 yea, 0 nay, 3 abstention
Gorge Connection - 8 yea, 0 nay, 0 abstention
