Attendees:  Connie Simmons, Ralph Utzman, Mike Callaway, Malinda Turner, Sharon Hanna, Shirely Neal, Parr Thacker, Chuck Conner, Gaye Mitchell, Penny Asbury, Sonnie Strader, Lora Adkins, Elizabeth Richmond, Dalena Riggs.

 

An agenda was not provided for this meeting.  Copies of the March minutes were not provided for review and approval.  Approval of March minutes will be on the next agenda. 

 

Kristi Pritt was unable to attend the meeting as she was on vacation.  Margaret read an update of Kristi's activities.  She is currently conducting informal site visits to get some basic questions answered and to meet staff.  She is meeting with the CFO or lead accountant and the RHEP staff.  Kristi is also working on review of the postings from the Lead Agency to the RHEP report.  She hopes to roll out a new report worksheet with line items that are more in line with standard accounting practices.  All sites should receive their fully executed grant agreements by the end of June.  Invoices will not be processed until the grant is processed. 

 

The committee was provided with the 3rd Quarter reports and summary for their records.  No vote will be taken on approval.  Any committee member having questions is asked to contact Margaret or Kristi for clarification. 

 

The committee will begin reviewing all fiscal policies.  Kristi has noticed that there are discrepancies and outdated information in the policies.  She will take the lead on this item. 

 

The Development Director activities will be moving forward as the support position has been posted at WVU.  In a discussion with Dr. Taylor, Kristi, Hilda and I, Dr. Taylor pointed out that it is not best practice to use the funds returned to HEPC from Rainelle Medical Center and Roane Family Health Center to fund the Development position and its support.  These funds are assigned to Community Support in WV State Code and it may draw red flags to use it for personnel.  Therefore, these funds should stay available for community support and HEPC will provide funding from old year accounts for these activities.  The committee will need to make assessment of how to distribute the returned funds in the community line item at the next meeting. 

 

We have two Lead Agencies that have submitted their withdrawal letters, Marshall University Research Corporation and Roane Family Health Care.  RHEP Administration is currently seeking a fiscal agent for Southern Counties.  Hilda is meeting with WVU Research Corp personnel to determine if they can assume the role of lead agency for Southern Counties.  Winding Roads Consortium is applying for 501c3 status.  Until such time as the IRS grants status to WRC, Roane Family Health will continue to act as Lead Agency to prevent disruption of services at Winding Roads.  Both of these withdrawals were prompted by uneasiness with Legislative Rule 12-4-14 and the compliance statements that must be signed by the Lead Agency. 

 

The date for the Annual Awards Dinner and Legislative Day has been tentatively set for January 28th, 2008 at the Embassy Suites in Charleston.  Information will follow as it becomes available.
