This Joint Meeting was facilitated by Hilda R. Heady. Hilda welcomed everyone to the meeting and provided an overview of the events for the day. Special thanks was extended to the Planning Committee for organizing a great meeting.
Minutes from the Joint Meeting held on August 8, 2006 were approved.
Legislative Visit Teams – the ultimate team would include at least one community member, one student, an RHEP or AHEC staff, and one preceptor. Hilda reminded us that leadership votes for the Senate and House will take place in the next week or so.
Hilda is currently working on legislative Talking Points. Staff are encouraged to schedule appointments as soon as possible, prior to the formation of teams. There are many new legislators that need to be educated.
Rural Health Day at the Legislature - April Vestal thanked committee members for their hard work. CARDIAC screenings are being coordinated by Georgianna Tillis. The screenings will include height, weight, blood pressure checks and phlebotomy services. Georgianna will be contacting staff for assistance. Hilda will put together a list of invitees for the CARDIAC screenings. Patricia Crawford suggested we provide information about current WV stats (43rd in the nation) as a tie in to leadership accountability. Staff will share with legislators CARDIAC data by county, when screenings occur. There will be a CD available to be distributed during screenings to take to new members of the legislature.
RHEP/AHEC Display Board – Chuck Conner agreed to work on a display piece regarding the AAMC award.
Staff were reminded that displays must be manned at all times.
Local RHEP/AHEC Teams are to coordinate legislative visits. The goal is for the team (representing both programs) to contact any legislator representing an area within an AHEC region and RHEP consortium. Sharon Giles and April Vestal are coordinating these teams.
Plans are to hold an orientation session for new Rural Health Advisory Panel members on the Sunday evening prior to Rural Health Day.
Dr. L. Clark Hansbarger stopped by to welcome the group to the Charleston Division. Dr. Hansbarger is Associate Vice President, Health Sciences Center, and Dean of the School of Medicine, Charleston Division.
Sandra Pope provided an update on the AHEC grant proposal. Once we have an electronic copy of the grant, it will be e-mailed to the group.
Review of Consultant Phone Interview Summary
Hilda clarified that the Re-structuring Task Force recommendations for mergers were all within the RHEP program, except for Eastern. We will no longer use the term “mergers”. The intent has always been to encourage RHEP/AHEC collaborative models wherever possible.

- Hold at least one joint RHEP/AHEC local or regional meeting per year…

Hilda will use these documents as part of the Rural Health Advisory Panel orientation materials.
The RHEP/AHEC orientation disk will be updated, and placed on SOLE and the RHEP website.
YOU ARE ON YOUR OWN – time was allotted for RHEP and AHEC administrative staff to discuss Program issues without management staff input. There was no report of discussion that occurred during this hour.
