David Bowyer, Co-Chair started the meeting with a motion to approve minutes as presented from the June 9, 2008 meeting.  (Kathleen Bors/ Norman Ferrari) Motion approved.

 

Unfinished Business:

 

Review Revised DRAFT Policy 2008-03 "Guidelines for Service-Learning Projects for Health Profession Students."

 

Kathleen Bors gave the Schools Committee an overview of what was discussed and decided at the Joint Community Outreach and Curriculum meeting earlier.  As a group, we are trying to improve the IDS and Service-Learning Projects.  April Vestal and Hilda Heady asked that any school and discipline specific service-learning objectives be sent to them for review.  The committee will review recommendations from Hilda and April at the November 10, 2008 meeting. 

It was also suggested that better communication was needed to relay the goals, curriculum, and relevance of the service-learning projects to students and field faculty. 

 

Language within the policy pertaining to procedures being done by a student without a licensed health professional present was discussed.  It was pointed out that there is language under Students item three regarding this issue.

Hilda Heady asked the committee if they would want the schools that are involved in the Rural Health Education Partnerships (RHEP) rotations to have their legal departments review the policy. 

Dr. Norman Ferrari stated that he had already spoken with the West Virginia University (WVU) Health Sciences Center Legal Department.  According to legal, a licensed health professional needs to be present who is assuming the responsibility during the project. It does not have to be a physician; it can be a Registered Nurse (RN) as long as the project procedure falls within that health professional's scope or practice.  Dr. Ferrari stated that it is fine with the WVU School of Medicine.  WV School of Osteopathic Medicine (WVSOM) is in agreement with Dr. Ferrari's findings. 

 

Dr. Meckstroth discussed earlier with Dr. Ferrari the CARDIAC Kinder Program.  Dental Students, months away from graduating, show other students how to look at the condition of a child's mouth.  All children participating are referred to a dentist and a paper sent home to the parents.  Dr. Ferrari felt that it was within a RN's scope of practice, which would mean a school nurse would be the responsible licensed health professional.

Kathleen Bors stated that with all respect to licensed nurses, if a nurse is going to be supervising the dental experience, then the student is only able provide the care that nursing licenses cover in that dental experience.

Dr. Meckstroth assured everyone that the students are not diagnosing. As stated before, they are just looking at the condition of the child's mouth.

 

The committee discussed the Coordinator's role in making sure that the health care professional involved in the project has an understanding that he/she will be responsible for the students.  Some health care professionals may not feel comfortable with the activity, so notification of what the students will be doing is important.

It was decided that the licensed provider will need to be notified prior to the activity occurring with documentation of their understanding of their responsibility and role.

 

Some significant changes within the policy are:

·       Under Consortia and Site - under the first paragraph insert- reflect the needs of the community.

·       Under Consortia and Site insert - Having a licensed healthcare professional present and made aware of their responsibilities.

·       Under Consortia and Site under Prioritization - outline information and distribute to field faculty for their understanding of all types of projects that should be focused on, based on prioritization of the community board.

 

Nannette VanDyke-McDonald raised the point that nursing students' service-learning projects are directed and guided by the faculty.  As much as this is part of their rotation, it is also a one credit Capstone Course at the WVU campus.  Each student develops their own projects using Healthy People 2010 objectives.  The student also conducts a community assessment in their area.  How will this be reflected within the policy?

 It was explained that this will be reviewed as part of the schools and discipline specific definition of service-learning to be reviewed by the committee in November.

 

JoAnn Raines suggested some language on item three under students.  She suggested that it needed to be stronger and will send the suggestions to April for review.

 

Faculty Appointment updates on TRACKER:

 

This was discussed with Jodie Jackson and Rose McCluskey.  They believe that it is a good suggestion, but it will take some modification to the TRACKER system.  Due to pressing deadlines, they have not had to opportunity to make the modifications.  April will keep in contact with them and will give the committee a time line of events closer to the November 10, 2008 meeting.

 

Finance Committee Report on Housing:

At the last meeting, the Schools Committee asked Hilda to follow up with finance regarding acceptance of out of state students and whether the finance committee deemed it necessary to charge for placements or discontinue due to the impact of larger class sizes etc.  April reported that this was discussed with the committee and the following discussion was taken from the minutes of the meeting:

"With regard to student placement, Hilda asked the committee to discuss acceptance of out of state students.  The capacity to accept these students is out there, but resources are short.  Out of state students are mainly drawn to border counties and some WV students are in and out of state during community-based clinical rotations.  The committee will revisit this issue if the demand grows or we expand acceptance of out of state students to raise funding."  Finance Committee Minutes from June 9, 2008. 

Service-Learning On-line Forms:

 

During this meeting, those in attendance were given the chance to look at the Service Learning On-line Form for submitting projects for review and approval.  During the June meeting, April Vestal presented five Service Learning Projects that were already in the format of this form.  Those five projects will be accessible through links on the website as will the Service Learning On-line form.
